Every year, thousands of graduates in Haryana dream of the blue light, the official vehicle and, more importantly, the power to solve real problems for ordinary people. Two posts sit at the top of that dream: the SDM (Sub Divisional Magistrate) and the DSP (Deputy Superintendent of Police). Both are filled through one exam, the Haryana Civil Services (HCS) Executive Branch and Other Allied Services Examination, conducted by the Haryana Public Service Commission (HPSC).
The 2026 recruitment cycle (Advertisement No. 22/2026) announced 102 vacancies, including 24 for HCS (Executive Branch), whose officers usually start as SDMs, and 8 for DSP. The Mains result came out on 17 September 2026 and interviews began at the HPSC office in Panchkula from 3 October 2026. If you missed this cycle, now is the right time to plan for the next one.
This guide explains, in plain language, what the job really involves, who can apply, the new exam pattern and syllabus, salary, growth and the common mistakes that cost aspirants years. Read it fully before you buy any book or join any coaching.
What an SDM and a DSP Actually Do
An SDM is the chief civil officer of a sub-division (a part of a district). A DSP is a senior police officer who supervises police stations in a sub-division or leads a specialised unit. Both work closely together, especially during elections, protests, festivals and disasters.
A typical SDM day may look like this:
- Morning: public hearing (jan sunwai) where people bring land, ration, pension or certificate problems.
- Late morning: court work as a magistrate, such as revenue cases, mutation disputes and preventive orders.
- Afternoon: review meetings on schemes, school and hospital inspections, and checking work of tehsil offices.
- Evening: law-and-order coordination with police, file work, and field visits after complaints.
A typical DSP day may look like this:
- Morning briefing with SHOs (station house officers) and review of pending FIRs and investigations.
- Supervising sensitive cases, visiting crime scenes and guiding investigating officers.
- Meeting complainants, handling public grievances and checking police station records.
- Night rounds, VIP duty, crowd management and emergency response when needed.
Both jobs are not 9-to-5. Calls can come at midnight, and holidays can get cancelled during elections or emergencies.
Eligibility Checklist
Use this quick checklist. Always confirm the exact rules in the official notification of your cycle because they can change.
✓ Education: Bachelor’s degree in any stream from a recognised university.
✓ Age (2026 cycle): 18 to 42 years for most posts; for DSP the upper limit is 27 years. Age is counted as on 1 January of the exam year.
✓ Relaxation: 5 years for SC and BC candidates of Haryana, and for some other notified groups (DSP has its own limited relaxation).
✓ Hindi/Sanskrit: Haryana jobs generally require Hindi or Sanskrit up to Matric level. Check the notification for the exact condition.
✓ DSP physical standard: Men 5’7″ height and 33″ chest (34.5″ expanded); women 5’2″ height, plus a medical test.
✗ Final-year results pending after the closing date usually make you ineligible.
✗ Crossing the age limit even by one day means rejection; no exception is given.
✗ Reservation benefits are generally for Haryana residents only; candidates from other states apply as general category.
Good news: candidates from any state can apply, and there is no fixed limit on the number of attempts as long as you are within the age limit.
Salary: What HCS and Allied Officers Earn
Haryana follows the 7th Pay Commission pay matrix. Below are starting basic pay figures for common posts from this exam. The bar shows basic pay compared with the highest starting basic in this list.
Beyond salary, officers usually get government housing or HRA, an official vehicle for duty, medical cover, leave benefits and the pension scheme applicable to new government employees.
Skills That Help You Clear HCS and Grow Faster
- Answer writing: Mains is fully descriptive now. Clear, structured answers within the word limit matter more than long ones.
- Haryana knowledge: History, geography, economy, schemes and culture of Haryana appear in Prelims, Mains and the interview.
- Bilingual writing: Separate English and Hindi papers test essays, grammar and comprehension, so practise both.
- Ethical reasoning: The new GS-IV paper uses case studies. Practise taking fair decisions under pressure.
- Basic numeracy and logic: CSAT is qualifying, but many strong candidates fail it by ignoring it.
- Fitness (for DSP): Start early; height and chest standards cannot be fixed at the last minute, but stamina can.
After selection, the same skills help in promotions: good drafting, calm public dealing and sound legal knowledge get noticed quickly.
How Recruitment Happens: HCS Exam Pattern & Syllabus
All hiring for these posts happens only through HPSC. The Haryana government revised the HCS pattern in January 2026, removing the optional subject and moving closer to the UPSC style. The three stages are:
1. Preliminary Exam (objective, screening only)
- Paper I – General Studies: history, polity, geography, economy, science, current affairs and Haryana-specific topics.
- Paper II – CSAT: comprehension, reasoning, decision-making and Class 10 level maths. It is qualifying only.
- Negative marking applies (0.25 per wrong answer in the 2026 cycle). Prelims marks are not added to the final merit.
2. Main Exam (descriptive, 6 compulsory papers, 600 marks)
| Paper | Main topics |
|---|---|
| English (incl. Essay) | Essay, grammar, précis, comprehension |
| Hindi (incl. Essay) | Essay in Devanagari, grammar, translation |
| GS-I | History, culture, geography, society |
| GS-II | Constitution, polity, governance, social justice, IR |
| GS-III | Economy, agriculture, environment, science & tech, security |
| GS-IV | Ethics, integrity, aptitude and case studies |
3. Personality Test (Interview) at the HPSC office, Panchkula. Final merit is based on Mains plus interview marks. DSP candidates also go through physical measurement and a medical exam.
Post allotment depends on your rank, category and the order of preference you give. A top rank usually gets HCS (Executive Branch) or DSP; others may get ETO, AETO, Tehsildar or other allied posts.
Service Terms, Benefits and Your Legal Rights
- Permanent government job: Appointment is on probation (generally two years) and becomes confirmed after satisfactory service and training.
- Training: HCS officers usually train at HIPA (Haryana Institute of Public Administration), Gurugram, while DSPs train at Haryana Police Academy, Madhuban (Karnal).
- Service rules: Your pay, leave, transfer and discipline are covered by Haryana Civil Services rules. Action against you must follow a fair process.
- Benefits: DA increases, medical facilities, leave travel concession, government housing or HRA, and pension or NPS-type benefits as applicable.
- Your rights as a candidate: You can see your marks after results, use RTI for information, and approach courts if a process is unfair. Selection is purely on merit.
The Real Work Environment
The respect is real, but so is the pressure. Officers deal with angry crowds, political pressure, media attention and tight deadlines. Transfers can come every one to three years, sometimes to remote sub-divisions. Family time often suffers during elections, harvest-season disputes, floods or communal tension.
On the positive side, few jobs let you see your impact so directly: a widow getting her pension on time, a land dispute settled peacefully, or a missing child found. Officers who stay honest and approachable usually earn deep trust from the public and their seniors.
SDM vs DSP: Which Role Suits You?
SDM (HCS Executive)
• Civil administration, revenue and magistrate work
• Age limit up to 42 (general)
• No physical standard
• Path toward IAS by promotion
• Best for people who enjoy policy, files and public dealing
DSP (Haryana Police)
• Policing, crime control and investigation
• Age limit up to 27 (general)
• Height, chest and medical standards
• Path toward IPS by promotion
• Best for people who are fit, decisive and like field action
Growth Path
For HCS (Executive Branch): SDM or City Magistrate → senior posts like Additional Deputy Commissioner, Joint Commissioner, CEO of a district body or Joint/Additional Secretary in departments → selection for IAS by promotion after the required years of service, based on vacancies and performance record.
For DSP: DSP → Superintendent of Police (state cadre) and other senior roles → appointment to IPS by promotion after required service and a clean record.
Pay rises at every promotion level. Senior state officers can reach much higher pay levels over a long career, and an IAS or IPS induction opens national-level postings too. Timelines are never fixed; they depend on vacancies and service records.
How to Apply: Step by Step

- Register online with your own mobile number and email, then fill personal, education and category details carefully.
- Choose post preferences thoughtfully. If you want DSP, make sure you meet the separate age and physical rules.

Interview Tips
- Know your Detailed Application Form (DAF) by heart: hometown, college subject, hobbies and work experience.
- Prepare well on Haryana: districts, rivers, schemes, sports achievers, history and current issues.
- Expect situation-based questions, such as handling a mob, a land dispute or pressure from a local leader.
- Give balanced answers. It is fine to say “I don’t know” politely instead of guessing.
- Dress simply and formally, sit straight, and keep calm even if a board member challenges you.
- DSP aspirants should be ready for questions on policing, women’s safety, drugs and cyber crime.
